Why do headlights become dull?

In most cars, the headlight lenses are made of a transparent plastic with a coating layer over it. The headlight lenses are exposed to a lot of sunlight, stone chips, rain and other weather influences. Unfortunately, it is therefore almost impossible to prevent the headlights from discolouring, becoming dull or scratching over time.
